The answer is actually very simple. People avoid building in the countryside because there is too much bureaucracy to be able to build in most of the land. Most of the country has perfect land to build, and even if it didn't, many cities are build on hills or mountainous terrain, and they didn't had to has for permission to build there. So people don't buy land that already has permission because it costs 7 times more, so they end up in cities. It's the same in every country, until people change it.
